1. Purpose

These Terms, Conditions, and Policies govern the use of the Masar Bus services, including ticket purchases, electronic payments, and usage of related digital platforms (website, mobile application, and POS terminals).

By using the Masar BRT services, passengers agree to comply with these terms, applicable laws, and the regulations of the Kingdom of Saudi Arabia.

2. Key Parties

To ensure transparency, the main stakeholders and their respective roles within the Masar buses ecosystem are defined as follows:

Entity Role / Description
Umm Al Qura for Development & Construction Co. (UAQ) The developer and master planner of the Masar Destination in Makkah.
National Advanced Mobility Automotive Co. (NAMA) / Electromin The primary operator of the Masar buses service, and the responsible for operations and service delivery.
Al Rajhi Bank The provider of the financial infrastructure necessary for secure payment processing and seamless integration with the Masar Buses e-commerce and POS systems.
LMKR The technology and solutions provider, responsible for implementing the Automatic Fare Collection (AFC) and Intelligent Transportation System (ITS) platforms that support Masar buses operations.
PayTabs The authorized payment gateway for e-commerce and online ticketing transactions within the Masar BRT platform.
Geidea The Point-of-Sale (POS) system provider, managing card-based transactions at attended counters and sales points across Masar stations.

3. Scope of Application

These Terms and Conditions apply to all passengers and users of the Masar buses system, whether accessing services through:

  • Ticket Vending Machines (TVMs),
  • Mobile applications,
  • Online e-commerce platforms, or
  • Point-of-Sale (POS) terminals.

4. Disclaimer

We strive to ensure that all information published on our website and platforms is accurate, reliable, and up to date. However, we do not guarantee that the services will always be error-free or uninterrupted.

By using our systems, passengers acknowledge and accept these Terms.

Masar buses (operated by NAMA and Electromin) shall not be liable for any direct or indirect losses resulting from service interruption, reliance on provided information, or system malfunction.

5. User Obligations

Users must use the site and services responsibly, ethically, and in full compliance with the laws and regulations of the Kingdom of Saudi Arabia. The following actions are strictly prohibited:

  • Engaging in illegal, fraudulent, or deceptive activities.
  • Publishing or sharing false, misleading, or unauthorized information.
  • Violating intellectual property or proprietary rights of others.
  • Attempting to damage, disrupt, or gain unauthorized access to systems or data.
  • Harassing, threatening, or abusing any other users or employees.

6. Intellectual Property

All content available on the Masar buses platforms—including but not limited to text, images, graphics, icons, logos, designs, data, and software—is the property of Masar buses (operated by NAMA / Electromin) or its licensors.

Such materials are protected under the Saudi Copyright Law, Intellectual Property Law, and relevant international treaties.

Reproduction, redistribution, or use of any content without prior written consent is strictly prohibited.

7. Prohibited Uses

Users may not use the site or services for any unlawful or unauthorized purpose, including but not limited to:

  • Engaging in fraud, data manipulation, or misrepresentation.
  • Uploading or transmitting viruses, malware, or harmful code.
  • Attempting to bypass or breach security mechanisms.
  • Reselling, sublicensing, or commercially exploiting the service without official authorization.

8. Legal Jurisdiction

These Terms and Conditions shall be governed by and interpreted in accordance with the laws of the Makkah, Kingdom of Saudi Arabia.

Any dispute arising out of or related to the use of Masar BRT services shall fall under the exclusive jurisdiction of the competent courts within the Kingdom.

9. Amendments to Terms and Conditions

Masar Buses reserves the right to amend or update these Terms and Conditions at any time.

Any substantial amendments will be announced through the official website, mobile application, or via registered email.

Continued use of the service after such amendments constitutes your acceptance of the revised Terms and Conditions.

10. Product Pricing and Ticketing Policy

a. Fare Structure

Masar buses adopts a flat and uniform fare system to ensure transparency and fairness for all passengers.

  • Single Journey Ticket: SAR 7 (including VAT).

This rate applies to all routes and distances within the Masar buses network.

Once a passenger enters the paid area — whether inside the bus or within the station's paid zone — the ticket allows free movement between stations and buses within that same paid area throughout the system's operational hours.

However, once the passenger exits the paid area, the journey is considered complete, and a new ticket must be purchased to re-enter or continue traveling within the Masar BRT network.

11. Ticket Purchase Methods and Validity

Ticket Vending Machine (TVM)

  • Single journey ticket: 12 Hours validity
  • Closed-loop cards | Duration subscription: Based on the subscription

Mobile Application

  • Single journey ticket: 24 Hours validity
  • Duration subscription: Based on the subscription

Tap-and-Go at Speed Gates

  • Immediate Use

Ticket Office

  • Single journey ticket: 12 Hours validity
  • Closed-loop cards | Duration subscription: Based on the subscription

12. Special Fares and Packages

Children under 6: Free (Passing with the parents)

Children (6–18 years): 50% Discount (A valid ID or Family Card may be required)

Seniors (60+ years): 50% Discount (A valid ID may be required)

People with Disabilities + 1 Companion: 50% Discount (Valid disability ID required)

Cancer Patients + 1 Companion: 50% Discount (Medical certificate required)

Daily Pass: SAR 21 + VAT (Maximum of 4 trips per day)

Weekly Pass: SAR 100 + VAT (Maximum of 16 trips per week)

Monthly Pass: SAR 320 + VAT (Maximum of 60 trips per month)

Note: Discounts and special passes are subject to verification and may require valid documentation.

13. Pricing Transparency

Masar BRT is committed to maintaining full transparency in accordance with the E-Commerce Law and the Consumer Protection Law.

14. Electronic Invoices

In compliance with the E-Invoicing Regulation issued by the Zakat, Tax, and Customs Authority (ZATCA), an electronic invoice is automatically issued for every ticket purchase.

Each invoice contains all mandatory details, including the project's VAT registration number, ticket information, and total amount paid.

15. Return and Refund Policy

a. Refundable Cases

Users are entitled to request a refund under the following conditions:

  • Unused Tickets: Refunds are permitted for tickets that have not been used and remain within their validity period (12 or 24 hours, depending on the purchase method), provided the request is submitted within 2 hours of purchase for the single journey ticket & 24 Hours for the Close-loop card (Masar bus card).
  • Service Failure: If a service disruption occurs (e.g., bus breakdown, trip cancellation, or significant delay caused by the operator), a full refund will be issued for the affected trip.
  • Incorrect Charges: If an incorrect or duplicate charge occurs, the excess amount will be refunded immediately upon verification.
  • Purchase Error: If a ticket was mistakenly purchased (e.g., duplicate purchase), a refund may be requested within 24 hours of the purchase time.

b. Non-Refundable Cases

Refunds will not be granted in the following circumstances:

  • Tickets already used or partially used.
  • Expired tickets (after validity period or beyond 2 hours for the single journey ticket and 24 for the close-loop card (Masar bus card) from purchase).
  • Damaged or lost card
  • Promotional or discounted tickets marked as non-refundable.

c. Refund Request Procedure

  • Ticket or transaction number
  • Purchase date and time
  • Proof of payment (receipt or e-invoice)
  • Reason for refund

iii. Processing Time: Refunds will be processed within a maximum of 14 business days after submission of complete information.

iv. Refund Method: Refunds will be issued to the original payment method whenever possible. Alternative arrangements may be coordinated if necessary.

16. Force Majeure and Special Circumstances

In cases of force majeure or government-mandated service suspensions (e.g., natural disasters, public emergencies, or regulatory decisions), refund or compensation procedures will follow the special protocols announced by Masar buses at the time.
